Context
The 2nd Forum on Family Farming and Food and Nutritional Security (FAFSAN II) in the Community of Portuguese Speaking Countries (CPLP) provides continuity to the 1st Forum held in São Tomé e Príncipe in March 2015. The FAFSAN II in the CPLP will take place in Lisbon between the 26th and the 30th of September, and will provide an opportunity for discussion, capacity building, sharing and dialogue empowerment with other actors involved in implementation of the Strategy of Food Security and Nutrition (ESAN) of CPLP.
The organization of FAFSAN II aims at the following objectives:
- To promote the discussion, thought and capacity of identified central issues (identification and recognition of family farming; public purchases; agroecology; land governance and other natural resources) to forward to the Working Group on Family Farming and the CONSAN-CPLP;
- To systematize the main proposals of the civil society on key issues;
- To promote synergies between the different Mechanisms of Social Participation in the FAFSAN II, namely: Universities, Parliamentary and Private Sector.
FAFSAN II is Organized by the Mechanism for the Facilitation of Civil Society Participation in the Council of Food Security and Nutrition (MSC-CONSAN) of the CPLP and the Civil Society Network for Food and Nutritional Security (REDSAN) of the CPLP. The Forum is supported by the Food and Agriculture Organization of the United Nations (FAO), the Community of Portuguese Speaking Countries (CPLP), the International Food Security Network (IFSN) and the European Commission.
The Forum is composed by two capacity building and discussion sessions, restricted to the members of the Coordinating Committee of the MSC-CONSAN and discussion and articulation spaces with other actors. Therefore, besides representatives from the MSC-CONSAN Committee from all countries of CPLP, will be invited for participation, as well, representatives from other Social Participation Mechanisms represented in CONSAN-CPLP, credited CPLP Ambassadors, technitians of Executive Secretary of CPLP and the respective Direction of Cooperation.
Land and Other Natural Resources GoveRnance
The roundtable focusing on land and other natural resources governance will have a longer discussion period when compared to the others, due to the complexity of this issue. A special highlight will be put into the current state and implementation of legislative and institutional frameworks of CPLP Member States, as well as the implementation and possibilities for institutional pacts to improve governance, a fundamental condition for the promotion and assurance of social rights, to estimulate development development and territorial competitiveness on specific sense. The role of information in mapping and managing natural resources at the CPLP level will also be discussed, due to a presentation of a Portuguese language platform on acess to land.
identification and Recognition of Family Farming
The roundtable on Identification and Recognition on Family Farming will be centred on the need to discuss and define, in each country, what can be considered family farmer(s), considering at implementing voluntary records of family farmers and the implementation of public policies for positive discrimination of these producers.
Public procurement of FooD
The roundtable on public procurement of food seeks to broaden discussions held in the 1st Forum on Family Farming and Food and Nutritional Security in the CPLP, that took place in March 2015 in São Tomé e Príncipe. It will focus on the possibility to develop policies for the acess to public procurement market for Family Farmers in CPLP countries, specifically, but not only, concerning current national school food and health programmes.
Public Policies for Agroecology
The roundtable covering Public Policies for Agroecology will stress on the main areas of intervention of national public inter-sectorial policies, aiming at establishing a transition of the current food system for more sustainable production, transformation, commerce and consuming models in CPLP countries. Among other themes, it is intended to approach action lines concerning funding and production insurance, value recognition and certification, transformation, markets, technical assistance and research.
